Criterion 3: Documentation for Identifying Benefits and User Communities

An applicant seeking one or more allocatable variant strings for the purpose of benefiting specific user communities should identify the user communities who will benefit, including the language of the community, where the community is located, and the estimated size of the community. The applicant should provide evidence that the community uses the word or the intended word in contemporary and general-purpose cases in the language and in writing using the proposed script. In addition, the applicant should include the benefit of using the specific variant string in the language for the user communities. This may include how the community may be excluded if the specific variant string is not delegated.
