What criteria are used to evaluate Registry Voluntary Commitments and Community Registration Policies?

Each proposed RVC and Community Registration Policy that is intended for Registry Agreement inclusion must meet all of the following criteria:

  • Clearly states what commitments the registry operator must implement.
  • States commitments in a clear, detailed, objective, and measurable manner, and is mutually understood between the applicant and ICANN.
  • Specifies any limitations (such as time or scope), if applicable.
  • Does not duplicate and is not contrary to requirements under ICANN agreements and policies or applicable law.
  • Is compatible with the ICANN Bylaws, and specifically does not include any content-based restrictions.

If any criterion is not met, the proposed RVC or Community Registration Policy will be rejected.
