Each proposed RVC and Community Registration Policy that is intended for Registry Agreement inclusion must meet all of the following criteria:
- Clearly states what commitments the registry operator must implement.
- States commitments in a clear, detailed, objective, and measurable manner, and is mutually understood between the applicant and ICANN.
- Specifies any limitations (such as time or scope), if applicable.
- Does not duplicate and is not contrary to requirements under ICANN agreements and policies or applicable law.
- Is compatible with the ICANN Bylaws, and specifically does not include any content-based restrictions.
If any criterion is not met, the proposed RVC or Community Registration Policy will be rejected.
