Can approved Registry Voluntary Commitments be changed or removed later?

Before the Registry Agreement is signed, an applicant may request changes to an approved RVC by using the Application Change Request process. Any change would be subject to review by ICANN and may require another round of Registry Commitments Evaluation, along with an application comment period.

However, Registry Voluntary Commitments (RVCs) that were approved specifically to resolve an objection or to address Governmental Advisory Committee (GAC) Consensus Advice are subject to much stricter limits. Absent extraordinary circumstances, these RVCs cannot be materially changed or removed before the Registry Agreement is executed. This is because they are considered necessary conditions for the application to proceed.

After the Registry Agreement is executed, there is no specific process for registry operators to modify or remove approved RVCs included in the contract separate from the standard Registry Agreement amendment process for updating contract terms. ICANN may consider developing such a process in the future with community input, but until then, approved RVCs remain binding contractual obligations.
