What criteria must be satisfied to obtain a Registry Operator Code of Conduct Exemption?

The applicant must demonstrate and self-certify that all three of the following conditions will be met if its applied-for string is delegated:

  1. All domain registrations in the gTLD (and variant strings, if any) will be registered to and maintained exclusively by the registry operator or its Affiliates.
  2. The registry operator will not sell, distribute, or transfer control or use of any registrations to any third party that is not an Affiliate.
  3. Applying the Registry Operator Code of Conduct to the gTLD is unnecessary to protect the public interest given the planned exclusive use.

Additionally, the gTLD must not be a Closed Generic, and the applicant's mission and purpose statements must show non-generic use.
