The GAC is encouraged to submit Consensus Advice within the 104 days following String Confirmation Day so that it can be considered during the evaluation stages. However, under ICANN's Bylaws, the GAC may provide Consensus Advice on an application or on aspects of the New gTLD Program at any time.
