In a second-price auction, the winning bidder pays the amount of the second-highest bid rather than its own highest bid. For example, if Applicant A remains in the auction until the bid reaches USD 1,000,000 and Applicant B exits the auction when the bid reaches USD 900,000, Applicant A would win the auction and pay USD 900,000.
