What should applicants expect during the Registry Commitments Evaluation?

During the Registry Commitments Evaluation (RCE), applicants should expect communication with ICANN to ensure that proposed Registry Voluntary Commitments (RVCs) or Community Registration Policies can be approved as clear, enforceable contractual obligations.

If ICANN identifies issues with the proposed commitments or policies (such as unclear wording, enforceability concerns, or incompatibility with ICANN's Bylaws or agreements), ICANN may engage with the applicant to discuss possible revisions. This exchange may involve clarifying questions aimed at bringing the proposed language into an approvable form.

When changes to the proposed RVC or Community Registration Policy text are needed as a result of these discussions, the applicant must formally submit the revised language through the Application Change Request (ACR) process, following a defined workflow. Both the original submitted version and the revised version will be published for application comments for 30 days. ICANN will review comments received and, if needed, re-engage with the applicant to address issues raised before finalizing the evaluation.

Applicants should understand that collaboration with ICANN during the RCE and timely submission of updates through the ACR process are key to achieving approval of proposed RVCs and Community Registration Policies.
