After logging into TAMS, and clicking "Create Organization" an applicant must respond to all three forms that comprise the Organization portion of the application.
An actual Application can only be started after the Organization information is complete. This includes all stakeholder management and financial capability profile form information. At that point, the "Start Application" button in the left-hand navigation bar will become available. If the user is associated with multiple organizations, the user will be able to select which organization they are starting an application for.
