The applicant must demonstrate and self-certify that all three of the following conditions will be met if its applied-for string is delegated:
- All domain registrations in the gTLD (and variant strings, if any) will be registered to and maintained exclusively by the registry operator or its Affiliates.
- The registry operator will not sell, distribute, or transfer control or use of any registrations to any third party that is not an Affiliate.
- Applying the Registry Operator Code of Conduct to the gTLD is unnecessary to protect the public interest given the planned exclusive use.
Additionally, the gTLD must not be a Closed Generic, and the applicant's mission and purpose statements must show non-generic use.
