What does it mean when an application passes the Registry Commitments Evaluation?

A successful evaluation means a proposed Registry Voluntary Commitment (RVC) or Community Registration Policy is approved for inclusion in the Registry Agreement as a contractual obligation. If the application proceeds to contracting, approved RVCs and Community Registration Policies will respectively be incorporated in Specification 11 and Specification 12 of the Registry Agreement, and will be subject to ICANN contractual compliance oversight. ICANN will publish the evaluation outcome of all submitted RVCs and Community Registration Policies.
