What is GAC Consensus Advice?

GAC Consensus Advice is formal advice issued by ICANN's Governmental Advisory Committee (GAC) to the ICANN Board, representing the collective view of governments participating in the GAC, rather than the position of an individual government. The GAC may issue Consensus Advice pertaining to new gTLD applications that are considered problematic, expressing concerns including potential conflicts with national law or broader public policy sensitivities. The advice must clearly state that it is GAC Consensus Advice, explain the reasons for the concern, and fall within the scope defined by ICANN's Bylaws.
