Yes. In addition to GAC Member Early Warnings, governments may, through various mechanisms, submit application comments, file objections, or communicate concerns directly to applicants using the applicant's published contact information. However, these other methods do not constitute a GAC Member Early Warning, which is specific to GAC members and observers.
