Anyone can submit application comments and Singular/Plural Notifications. Governmental Advisory Committee (GAC) Members and Observers can submit GAC Member Early Warnings. Only the GAC collectively can issue GAC Consensus Advice. Parties with standing may file objections through the designated dispute resolution service providers.
