The GAC may advise the ICANN Board that an application cannot proceed unless specific Registry Voluntary Commitments (RVCs) are agreed upon and approved by ICANN for inclusion in the Registry Agreement. To address the GAC concern, an applicant may rely on existing RVCs in its application, or propose new or amended RVCs through an Application Change Request, which are subject to the Registry Commitments Evaluation in order to be approved by ICANN.
