How does ICANN determine the order in which contention sets are scheduled for auction?

ICANN New gTLD Auctions are generally scheduled on a rolling basis as contention sets become eligible for auction. Additional details regarding auction scheduling procedures will be included in the ICANN New gTLD Auction rules and procedures.

For reference, the 2012 Round auction rules provided that eligible contention sets would generally be scheduled in priority order using the lowest priority number assigned to any application within the contention set. Applicants should not assume that the same approach will apply in the New gTLD Program: 2026 Round until the applicable auction rules and procedures are published.
