When does the .Brand TLD Eligibility Evaluation occur?

The evaluation typically takes place during the Application Evaluation phase. However, this evaluation may be conducted earlier if, for example, an applicant for a .Brand TLD submits a Brand String Change Request in order to get out of contention with an applicant that applies for the same string.
