Yes. If a comment relates to confidential portions of an application, it may be submitted as a confidential comment. Such comments are visible only to ICANN, the applicant, and evaluators. ICANN reviews all confidential submissions and will require resubmission as a public comment if it relates only to the public portion of an application.
