Does winning an ICANN New gTLD auction guarantee that the gTLD will be delegated?

No. Winning an ICANN New gTLD Auction resolves contention, but does not by itself guarantee delegation of the gTLD. After prevailing in an ICANN New gTLD auction, the application must still successfully complete any remaining applicable evaluation procedures and successfully execute a Registry Agreement before it can proceed towards delegation.
