What is the minimum stakeholder information that must be entered in order to save and submit the Stakeholder Management form for the organization?

At a minimum, two primary users must be identified, and the billing point of contact must be completed. If this requirement is not met, the applicant will not be able to save and close the Manage Stakeholders section of the organization information.
