What is the significance of the system user roles, and how should I determine who to provide each type of access to?

An applicant organization's primary user in the TAMS system has the ability to make changes to organization details, add stakeholders and additional users, edit and submit an application, withdraw an application, and submit application change requests. Therefore they should have the required authority from the organization to take such actions and make such decisions.  Each organization must have two primary users and up to five additional system users. The additional system users may edit the responses in an unsubmitted application, but do not have permission to edit organization details, submit change requests, or submit an application to ICANN.
