Can applicants apply for any gTLD string?

Applications may be submitted for any proposed gTLD string that has not yet been delegated; however, eligibility is subject to restrictions set out in the Applicant Guidebook. These restrictions include technical standards, Reserved Names lists, applicable laws, and others. While ICANN respects freedom of expression, this must be balanced with those restrictions.
