If the ICANN New gTLD Auction winner does not execute a Registry Agreement and ICANN offers the runner-up the opportunity to proceed, what payment is required?

If the applicant that prevailed in the ICANN New gTLD Auction is, for any reason, ineligible to execute the Registry Agreement and ICANN offers the runner-up applicant the opportunity to proceed, the runner-up would be required to pay its exit bid. The exit bid is the price level at which the runner-up exited the auction.
