What happens if the ICANN New gTLD Auction winner cannot execute a Registry Agreement?

If the applicant that prevailed in the ICANN New gTLD Auction is, for any reason, ineligible to execute the Registry Agreement, ICANN may offer the runner-up applicant the opportunity to proceed with its application. However, the runner-up applicant has no automatic right to the applied-for gTLD string if the first-place winner does not execute a contract.
