Two users can edit the same organization or application at the same time as long as they are not editing information within the same form (Ex: Organization Details, Manage Stakeholders, Financial Capability).
If a user tries to edit a form that is actively being worked on by another user, TAMS will deny access and display an informational message instead. If you accidentally open multiple windows or experience a browser issue, you may get temporarily locked out of the form for up to four hours as a security precaution.
