Does an application move through the evaluation process based on its Priority Number?

Not always. While ICANN aims to process applications in Priority Number order, processing may pause for specific applications because of issues such as objections, appeals, Governmental Advisory Committee Consensus Advice, Extended Evaluation, contention resolution, accountability mechanisms, and application change requests. When this happens, ICANN processes the next application in the priority order and resumes processing the impacted application once the underlying issue is resolved.
