The timing of the prioritization draw does not affect application processing, as all applied-for strings will proceed through String Evaluation concurrently. Application priority numbers do not determine processing order during that stage. Priority numbers become relevant only at later stages of application processing (i.e. Applicant Evaluation and Application Evaluation stages, Contention Resolution stage, and Contracting stage) after the String Evaluation Stage concludes.
