How does ICANN decide whether to approve an ACR?

Last Updated: July 2026

ICANN reviews each ACR using seven evaluation criteria as further listed in Section 3.8.2 of the Applicant Guidebook (AGB), including:

  • Whether the request corrects a submission error.
  • Whether the applicant provided a reasonable explanation.
  • Whether the request responds to third-party concerns or reflects organizational changes.
  • Whether approving the change would set a new precedent or align with a similar, previously approved request.
  • Whether the request could impact third parties, including other applicants.
  • Whether the change would be "material."
  • Whether the timing of the request could affect the application process.

ICANN evaluates each request based on the specific circumstances involved. Approval of changes will be determined by balancing the ACR evaluation criteria in Section 3.8.2 of the AGB, as summarized above.
